Notice of the Ministry of Housing and Urban-Rural Development on the announcement of smart construction pilot cities

In order to implement the decision-making and deployment of the Party Central Committee and The State Council, vigorously develop smart construction, and promote the transformation and development of the construction industry with scientific and technological innovation, the Ministry decided to list 24 cities such as Beijing as smart construction pilot cities (see annex for the list), starting from the date of announcement, for a period of 3 years, after the voluntary application of the city, the review and recommendation of the provincial housing and urban and rural construction authorities and expert review.

Pilot cities should strictly implement the pilot implementation plan, establish and improve the overall coordination mechanism, increase policy support, and orderly promote the pilot tasks to ensure that the pilot work achieves results. It is necessary to summarize the work experience in a timely manner, form the pilot results that can be perceived, quantifiable and evaluated, report the progress of the pilot work to our department at the end of each quarter, and submit the pilot annual report before the end of each year. Relevant provincial housing and urban and rural construction authorities should increase guidance and support for pilot cities, publicize and promote replicable experience practices, and promote solutions to problems and difficulties. Our department will regularly organize the evaluation of the work implementation progress, scientific and technological innovation achievements, economic and social benefits of each pilot city, notify and praise the pilot cities with solid work and remarkable results, and strengthen the dispatch and supervision of the pilot cities with lagging progress.

The pilot city is requested to submit the completed pilot implementation plan and one working contact person to the Department of Construction Market Supervision of our Ministry before the end of November 2022. Please keep in touch with relevant information and problems in the pilot work.
