Developing green buildings helps energy conservation and emission reduction -- promoting high-quality development of green buildings in many places

The development of green buildings is related to low-carbon energy saving and sustainable development. In recent years, the housing and urban and rural construction departments in Henan, Liaoning, Guangdong and other places have continuously strengthened organizational leadership, improved supporting policies and technical standards system, established and improved working mechanisms, cultivated market players and industrial teams, increased publicity and consistency, and promoted the steady and high-quality development of green buildings.

Policies support the development of green buildings

In recent years, all localities have adhered to planning first and led green development. Henan Province has actively promoted the promulgation of local regulations on green buildings, and the Regulations on Green Buildings in Henan Province have clarified the standard requirements and supervision and management mechanism for the development of green buildings, which is of great significance for promoting the development of green building codes and helping urban and rural construction achieve the goal of carbon peak. Henan Provincial Department of Housing and Urban-Rural Development, together with relevant departments, has formulated policy documents such as the Notice on the Implementation of the Henan Provincial Green Building Regulations, and compiled dozens of standards and regulations such as the Technical Guidelines for the preparation of Henan Provincial Green Building Special Planning and Henan Provincial Green Building Design Standards to guide the construction of green buildings, basically meeting the needs of green building development in the province.

In August last year, Liaoning Province issued the Implementation Opinions on Promoting the Green Development of Urban and Rural Construction, making the large-scale development of high-quality green buildings an important part of promoting the green development of urban and rural areas. To this end, Liaoning Province has raised local standards for building energy conservation design, optimized building energy structure, and raised requirements for energy conservation and carbon reduction. We will encourage the greening of existing buildings to be carried out in parallel with the renovation of old urban communities, the renovation of dilapidated rural houses, and the seismic reinforcement of rural houses.

In September last year, Guangdong Province issued several measures to promote the Green Development of Urban and Rural Construction, including green development into the overall layout of urban and rural construction, and comprehensively promote the green and low-carbon development of urban and rural construction. Cities across Guangdong have also introduced local laws and regulations in accordance with their own realities. Among them, the "Shenzhen Special Economic Zone Green Building Regulations" is the first green building regulations in the country to include industrial buildings and civil buildings in the scope of legislative adjustment, and for the first time in the form of legislation to specify the carbon emission control targets in the construction sector and the list of key carbon emission buildings.

In the same month, Hainan Province issued regulations on the development of green buildings, proposing to promote the use of renewable energy such as solar, wind, hydrogen, biomass and geothermal energy in new buildings and energy-saving renovation of existing buildings.

We will accelerate the implementation of green buildings

In addition to policy support, at present, many places also actively promote the landing of green buildings. In terms of the promotion and application of green building materials, Foshan City, Guangdong Province, was selected as the first batch of national pilots for government procurement to support green building materials to promote building quality improvement, through the establishment of the "warehousing system" and "project management system", on the one hand, actively expand the category and quantity of catalog materials, and on the other hand, improve the project's demand for green building materials procurement and application through pilot demonstration projects. Up to now, Guangdong has 1,050 green building materials in storage, 668 green product certification certificates, and 104 green building materials pilot projects, with a total construction area of about 4.5652 million square meters and a total investment of about 33.782 billion yuan.

In terms of strengthening supervision and evaluation, Henan Province takes the development of green buildings as an important indicator to assess the "double control" work of the total energy consumption and intensity of the municipal government every year. Henan Provincial Department of Housing and Urban and Rural Construction arranges and arranges green buildings as a key work, signs target responsibility letters with municipal housing and urban and rural construction departments, and compacts work responsibilities. During the construction phase, the whole process of design, construction, supervision, quality supervision and other links shall be supervised, and new buildings that do not meet the construction drawing design documents and green building standards shall not be completed and accepted for the record, and the completion of green buildings shall be checked through "double random, one open" and other forms to effectively promote the implementation of the work.

In addition to carrying out the green construction of urban buildings, some places are also actively strengthening the construction of green agricultural housing. For example, Shenyang, Liaoning Province, actively encourages construction units to develop and construct high-star green buildings, and guides new rural buildings to build green agricultural houses in accordance with green building standards; Guangdong Province has compiled the Guidelines for Green Technology for Rural Housing Construction in Guangdong Province, and carried out revision of technical standards such as green transformation of existing buildings and post-evaluation of green buildings. Guizhou Province has vigorously promoted the level of green and low-carbon design and construction of rural housing, built new rural housing that meets the actual needs of rural production and life, strengthened the promotion of energy-saving building materials to rural areas, improved the energy efficiency level of rural housing, built a number of green rural housing by 2030, and encouraged the construction of star-rated green rural housing and zero-carbon rural housing.

Promote project development in accordance with local conditions

At present, all localities take the creation of green buildings as the starting point, take multiple measures at the same time, and further carry out building energy conservation and emission reduction, laying a solid foundation for achieving the goal of carbon peak and carbon neutrality.

Henan Province has clarified key development goals such as star-rated green buildings, and increased special financial support for high-star green buildings, prefabricated buildings, and near-zero-energy buildings. Take the smart construction pilot work in Zhengzhou as the starting point, accelerate the promotion of green construction and smart construction, and explore a new path for the coordinated development of smart construction and building industrialization.

In terms of technology application, in order to provide effective technical support for the development of green buildings, Liaoning Province has strengthened the application of new technologies such as urban information model (CIM) platform in the field of engineering construction, and proposed to strengthen the pilot construction of steel structure residential buildings, so as to promote the creation of green buildings.
