Prefabricated building

    The development of prefabricated buildings is a major change in the construction method and an important measure to implement the 19th National Congress of the Party on promoting green and low-carbon development. Hainan Provincial Party Committee and provincial government attach great importance to it as an important measure to promote the transformation and upgrading of Hainan's construction industry. Cultivating the prefabricated building industry, realizing the transformation and upgrading of the construction industry, and developing standardized design, factory production, assembly construction, integrated decoration, and information management will reduce the consumption of resources and energy brought by the production of building materials and on-site construction from the source, reduce carbon emissions in the construction process, reduce environmental pollution, and help the completion of the national ecological civilization pilot zone.

    Under the condition that the overall level of technology, talent and ability of the construction industry in Hainan Province is not high, and the prefabricated buildings are almost zero foundation, the Hainan Provincial Department of Housing and Construction has taken the lead to promote the scale of prefabricated buildings in Hainan Province to double for four consecutive years by constantly improving supporting policies, establishing a standard system, improving the layout of production capacity, strengthening demonstration and guidance, strengthening supervision and assessment, and strengthening capacity building. In April 2022, the Ministry of Housing and Urban-Rural Development forwarded the Report on the Development of prefabricated Buildings in 2021. In terms of the proportion of area growth in the report, Hainan is second only to Shanghai, ranking second in the country, and the Ministry of Housing and Urban-Rural Development praised and affirmed the achievements of Hainan in promoting the development of prefabricated buildings.

We will build a policy support system and improve top-level design

Hainan Provincial Party Committee and provincial government attach great importance to the development of prefabricated buildings. In 2017, the Hainan Provincial government issued the "Implementation Opinions on Vigorously Developing prefabricated Buildings", which is the only implementation opinions on promoting the development of prefabricated buildings issued in the name of the provincial government in the country. In 2018, Hainan Province established a provincial joint conference system for the promotion of prefabricated buildings led by the Department of Housing and Construction, including the Provincial Development and Reform Commission, the provincial Information and Regulation Department and other departments, and various city and county governments have since established corresponding joint conference systems. The "14th Five-Year Plan" for prefabricated buildings, industrial development planning, assembly rate calculation rules, demonstration management methods, expert management methods, responsibility assessment methods and other related supporting policies were issued. In April 2022, the General Office of the Hainan Provincial Government issued Several Opinions on Further Promoting the High-quality Green Development of prefabricated Buildings in our Province, leading to the continued high-quality green development of prefabricated buildings in Hainan.

Establish a closed supervision system and pay close attention to project implementation

     Formulate and promulgate the "Regulations on the Management of the Main Links of the Implementation of prefabricated Buildings in Hainan Province (Interim)", from the project initiation and land acquisition involved in the capital construction procedure to the construction permit, completion acceptance and other major links at various levels, and grasp the project landing work. According to the regulations, projects that do not use the assembly-type construction shall be submitted to the provincial housing and Construction Department to organize expert review and confirmation, and the city and county governments shall not decide the construction method of the project on their own. At the same time, the provincial Party Committee and the provincial government also promoted the implementation of prefabricated construction work at various levels through special supervision, supervision, and interviews, and the Organization Department of the Provincial Party Committee took the lead in holding two consecutive special training courses for prefabricated construction leading cadres to build key minority capacity. In 2021, Hainan further clarified that the production and sales of prefabricated components will be supervised by the market supervision Bureau, and the relevant quality standard system will be jointly formulated by the housing, industry and information technology, market supervision and other departments. During the project construction process, the on-site installation of prefabricated components and their engineering quality will be supervised by the construction quality supervision agencies of various cities and counties. Starting from the source of the project landing, a closed supervision mechanism of the prefabricated building construction link has been formed to ensure the project landing.

Establish a system of local standards and strengthen technical support

    Considering the characteristics of Hainan tropical island and the natural environment of high temperature, high humidity and high corrosion, as well as the geological and climatic characteristics of high earthquake fortification intensity and strong typhoon, there are technical difficulties in developing prefabricated buildings. Formulated and issued the "Rules for the Calculation of Assembly Rate of Prefabricated Buildings in Hainan Province (Revised Version 2021)", "Technical Standards for Standardized Design of Prefabricated Buildings in Hainan Province", "Technical Standards for anti-corrosion of Building Steel Structures in Hainan Province", "Comprehensive Quota of prefabricated Building Projects in Hainan Province (Trial)", and "Technical Standards for Production and Installation of prefabricated concrete Precast Components in Hainan Province", The standard technical system of prefabricated buildings under the tropical island environment of Hainan has been preliminarily established.

Build a negative list to promote project construction

    Based on the actual situation in Hainan, prefabricated buildings start from horizontal components of the main structure to vertical components and prefabricated decoration, and progress steadily in technology; At the level of project promotion, the government investment projects promote the prefabricated construction method in line with the principle of "should do everything", and the social investment projects gradually transition from early encouragement and partial requirements to negative list management. From 2022 onwards, all new buildings that meet the conditions will be constructed in principle by prefabricated methods. At the same time, to meet the conditions of commercial residential projects to give plot ratio incentives and increase the construction plan indicators support. The prefabricated building area increased from 820,000 square meters in the initial stage in 2018, 4.35 million square meters in 2019, and 11 million square meters in 2020 to 22.8 million square meters in 2021, and the scale of prefabricated buildings doubled year by year for four consecutive years.

Build a "1+N" capacity layout and promote capacity construction

    According to the "Hainan Province Construction Industry Modernization (Prefabricated Building) Development Plan (2018-2022)", actively guide and promote the province's prefabricated component production capacity layout. In 2020, the Notice on the Approval of the Project Construction of the Province's prefabricated Building Parts Industrial Base was issued to coordinate the layout of the province's prefabricated building production base. In addition to the existing prefabricated building industrialization bases in Chengmai, Ding 'an, Wanning and Sanya, the new production capacity of prefabricated building components will be centrally distributed in principle to the Lingao Gold Port Development Zone, creating a new construction industrial park integrating the development of the whole industrial chain such as research and development, design, manufacturing, operation and maintenance, and gradually forming a "1+N" prefabricated building production capacity layout in the province. At present, Hainan Province has put into operation a total of 33 component production bases, including 26 concrete precast component production bases, designed annual capacity of about 2.29 million cubic meters/year; Steel component production base 7, designed annual capacity of about 460,000 tons/year.
